Perry
Howard was born in Ebenezer, Mississippi. He began practicing law
in Washington, D.C., in 1921, when he was appointed as special assistant
to the attorney general in the claims division of the Department of
Justice. He was previously Secretary in Charge at the Mississippi
Republican headquarters for black voters and president of the National
Negro Bar Association. After two acquittals on charges that he had
violated the Federal Patronage Act, he resigned as Assistant Attorney
General in 1929. He served consecutive terms as the head of the Washington
Bar Association, an organization of black attorneys, and in 1953 his
black Republican following in Mississippi gained federal recognition
as the state’s official Republican Party.
