Wool bunting pennant flag. Blue field with a white border on the hoist edge. In the center of the flag is an eagle, in flight, with an olive branch and three arrows in its talons. The eagle is painted in white and black pigment and faces the hoist of the flag. White hoist with no grommets. The inscription on the hoist reads "1st Brg 3rd Div Dept of West Va."
