This mimeographed document was distributed by the Bureau of Programs and Standards of the U.S. Civil Service Commission in mid-1954, not long after the Bureau was established in 1953. It concerns the policies of the Civil Service Commission in substituting experience for education in passing on the qualifications of job candidates.
