The Volstead Act of 1922 (the 18th
Amendment to the Constitution)
prohibited the making of alcoholic
beverages for sale. It allowed the
making of wine used in ritual
consumption or made in small amounts
for personal use. Prohibition devastated
the commercial wine industry and
spawned a massive illegal manufacture
and trade in wines and liquors.
