The Civil Rights Act of 1964 and President Lyndon Johnson's War on Poverty (1963-68) had a major impact on the apparel industry's racial composition. Some African Americans found fewer barriers to higher-paying white-collar and manufacturing jobs. Others relied on public assistance, which provided a better standard of living than low garment-industry wages. By 1970, New York City's welfare allowance exceeded minimum wage by 30 percent.
