This Russian cycling prize was minted in 1899, during the reign of Nicholas II who ruled Russia from 1894-1917. It is inscribed with a quote from Seneca, a late Roman philosopher.
Obverse inscription: 19 IO/YL 99 / Res Sacra Miser ("The wretch is sacred" - Seneca).
