Army Service Ribbons for Decorations and Medals include: Specially Meritorious Medal, Spanish Campaign, Army of Cuban Occupation, Philippine Campaign, and Mexican Service. Winn wears officer pins on the collar of his tunic and a Sam Browne belt. He has grey hair and a white moustache. Winn's signature in pencil is at the bottom right of the portrait.
