This examination was coauthored by Burl Lee Dougherty (1885-1947), of Marquette University and the Milwaukee schools, Mary E. Mannix (later O’Reilly) (1895-1995), and Francis L. O’Reilly (1902-1981). It was published by the Public School Publishing Company of Bloomington, Illinois, and sometimes known as the “O’Reilly Character Chart” or “Character Inventory Chart.”
All three authors were associated with the Milwaukee public schools. Dougherty was, for a time, principal at the Kosciuszko PreVocational School, O’Reilly taught there for a time, and Mary Ellen Mannix was an assistant and librarian before becoming a teacher. O’Reilly later became a guidance counselor. All three earned master’s degrees in education at Marquette University. O’Reilly was unmarried at the time of World War II had married to Mary Mannix of the Kosciuszko School by 1953.
